Eligible Applicants: Be a public or private entity, organization, or individual that intends to use funding awarded under this Announcement to enhance technological development by small business concerns within a single or multiple states and provide outreach, financial support, and/or technical assistance to technology based small business concerns participating in, or interested in participating in, the Small Business Innovation and Research (SBIR) program; and Be endorsed by the appropriate state governor or his/her authorized designee as the only approved applicant from that state.

Program Announcement No. FAST -12-R-0006 U.S. Small Business Administration Federal and State Technology Partnership Program (FAST) OPENING DATE: June 5, 2012 CLOSING DATE: July 9, 2012 The U.S. Small Business Administration (SB) plans to issue Program Announcement No. FAST-12-R-0006 and make twenty awards of up to $100,000 to organizations to conduct outreach and provide technical assistance services to technology-based small business owners. Applications will be considered from all 50 states, the District of Columbia, the Commonwealths of Puerto Rico and the Northern Marianas Islands, the Virgin Islands, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, and American Samoa. This program is authorized by Public Law (P.L.) 111-117 and 15 U.S.C. 657d©. There is a one proposal per state limitation on this competition. Only one proposal from each state may be submitted to the SBA for consideration and this application must have an original, signed Letter of Endorsement from the State Governor (Mayor for the District of Columbia). Please note that all Technical Proposals must be 25 pages or less double spaced. Eligible applicants include, but are not limited to, state and local Economic Development Agencies, colleges and universities and Small Businesses Development Centers. Funds will be provided to conduct programs for a 12-month performance period. Applications/proposals must be submitted via the internet at http://www.grants.gov/ and must be validated and accepted by 11:59 p.m., Eastern Daylight Time (July 9, 2012). by the Division of Procurement and Grants Management. Applicants’ technical proposal must contain information about their current status and a plan describing how the effort will be sustained one the grant expires.
